Minutes of the Gate Post Estates II

Homeowners Association

Annual Meeting

April 24, 2001

The meeting convened at 7:30 p.m.  Dan Cruz introduced the following guest speakers:  Susan Johnson from Fairfax County Supervisor Michael Frey’s office, Officer Kim Doran from the Crime Prevention Unit of the Fairfax County Police Department, and Officer Richard McCeahin from the Gang Unit of the Fairfax County Police Department.

Susan Johnson provided the following updates:

·        Due to the 2000 census, redistricting will occur for the Sully District, but an effort is being made to keep Centreville together.

·        Current plans under the Land Use Law for Centreville are to curtail growth or expand the infrastructure.  The requirement of one home per five acres in the Occoquan watershed area still stands, but that may change as Supervisors change.

·        The construction of the Route 28/29 intersection is on schedule; the mountain of dirt should eventually be moved.

·        The County is planning a Metro stop at Fair Oaks; land has been acquired near the Government Center.

Officer Kim Doran and Officer Richard McCeahin spoke after Susan Johnson.  They provided the following information:

·        The Gate Post Estates Neighborhood Watch Program should be reinstated.  Officer Doran offered to retrain the Neighborhood Watch participants.

·        Police officers will provide in-home security inspections at a homeowner’s request.

·        A new Police Station is planned to be built at Westfields.

·        Currently there are 50 gangs in Fairfax County, and they are growing quickly.

·        The two largest and most violent gangs are known as MS or MS 13, and LR or 18th Street.

·        The gangs claim territory by spreading graffiti.  If graffiti is spotted it should be reported to the police.  After the police have read and recorded it, it must be removed.  If it is allowed to stay, the gangs will then claim the territory.  Soon after they establish their territory, drug trafficking begins.

·        Gangs are constantly looking for additional members, and they recruit kids in  schools.

·        The Fairfax County police web site will provide additional information about the gangs in our area.

At 8:45 p. m. a quorum was established and the business meeting was officially called to order by President Dan Cruz.  Debbie Foster, Secretary, read the minutes from the Gate Post Estates II Homeowners’ Association Annual Meeting last year. A motion was made to accept the minutes as read, seconded and carried unanimously.  Claire Morson gave the Treasurer’s report.

Dan Cruz mentioned the topic of the Covenants, and the fact that our property values are tied to the Covenants.  All GPE homeowners need to familiarize themselves with the Covenants.

Dan indicated that a notification process would be added to the Architectural Review Board (ARB) approval procedure.  To avoid potential problems, homeowners who are interested in modifying their property are encouraged to discuss the changes to be implemented with their neighbors.  Dan mentioned that informing neighbors is a common courtesy that should be extended, but is sometimes forgotten.

Dan provided an update regarding the Gate Post Estates web site and the kiosk for the entrance to the neighborhood.  Both projects are still under development.

An election was held for one open Board position.  The position was for the Vice President, External.  Ed Faudree, the current Vice President, External, stood for re-election.  Being the only candidate, he was re-elected unanimously.

A motion was made to adjourn the meeting, and seconded.  The meeting adjourned at 9:25 p.m.
