The meeting was convened at 7:30 p. m. Dan Cruz began with highlighting the agenda:1. The Tri-County Parkway

Ken Wilkinson from VDOT discussed the Tri-County Parkway project (TCP). He explained that the current process known as the Environmental Impact Statement is occurring because VDOT wants to be able to obtain 75% of the funds to build the TCP from the Federal government. He stated that public involvement in the process in encouraged.Ken addressed the purpose and need for the TCP project. He explained that the intent of the TCP is to provide community linkage for Prince William County (specifically the Manassas area) to the Dulles area (Loudoun County). He stated that VDOT is considering social and economic issues, the operation of the Transportation System Management, safety concerns and the termini.
Solutions proposed to the traffic congestion in the study area are the current range of preliminary alternatives. There are 7 segments at this time. The segments are referred to as A, B, C, D, E, F, and G. He mentioned that citizen involvement starts with the Scoping of the location study area and continues through the whole process. Ken indicated that to some extent the A & B segments (improvements and enhancements to Route 28) are already occurring. He said that segment C is in the Comprehensive Plan for Prince William County for the 234 Bypass, but not for the TCP. Segment D is in Loudoun County’s Comprehensive Plan for the long-range, but not the short term. However, the E and F segments are currently both in the Comprehensive Plans for Prince William County and Fairfax County respectively.
Ken stated that some of these segments would be dropped from further review and consideration within the next 60 days. He also mentioned that VDOT is evaluating other alternatives besides the construction of the TCP. They are: mass transit, Transportation System Management and a No Build option.
Ken indicated that the EIS began in February 2003 and will be released to the public for review and comment in December 2003. The Public Hearing for the TCP will be held in January 2004. The Record of Decision will occur in December 2004.
Sully District Supervisor Michael Frey spoke to the audience after Ken Wilkinson. He defended his decision to put the “F” segment of the TCP into the Fairfax County Comprehensive Plan. He addressed questions and concerns from many GPE residents about the TCP.
40th District State Delegate Tim Hugo addressed the audience after Michael Frey. He discussed some of what the folks along Bull Run Post Office Road and Fairfax National Estates are doing to organize to fight the TCP. He offered to answer questions from the audience, but there were none asked.
Following Tim Hugo, a quorum was established and President Dan Cruz officially called the GPE HOA business meeting to order. Elections were held for two GPE HOA Board positions. Debbie Foster and Pat Ferguson were elected unanimously.
Dan mentioned that Scott MacDonald had served on the Board for three years and was an outgoing Board member. Dan thanked Scott for his service and presented him with a gift in appreciation for his time spent on the Board.
Dan also mentioned that there is a need for a Picnic Coordinator this year. Anyone who may be interested should feel free to contact Dan.
